Imagine a delay with an expression pedal hooked up to the delay time. Kind of a pitch shifter and digital delay combined - More warbly vibrato then whammy pedal. The fact that it was made to look like a 50's Chevy or something just adds to the weirdness. Could be the next big collector's piece but consensus around here says not likely.
